Default 09 RXV moves very slowly

I know that i posted about this a couple weeks ago but I was unable to find it. I have a 09 RXV that moves very slowly. the brake assembly is not causing this as you can put it in "TOW" and push the vehicle easily. From what I found is there is a "Encoder bearing sensor" in the motor that seems to be causing problems and putting controller into "Limp" mode. Any thoughts?

Check the ohms on the motor temp sensor, its the other 2-wire plug at the motor. You need an oscilloscope to do any self-testing of the encoder.
