Default 48 volt reading 52 volt after chg month ago

Checked my batteries to day and read 52 volts ,was going to charge overnight but water level was down about half inch above plates.should I fill before I charge,or after charge ? 6 - 8 volt, out of cart in garadge below freezing most days

1/2 inch above the plates is a perfect water level. Put a fresh battery in your meter and check the pack again... the reading seems high.

You are right,tried a better meter read 48v,checked the battery in cheap meter ,(9v) it read 8v,

If you are reading 48 volts, that means your battery pack is at a 43% state of charge (i.e. is discharged 57%). See the attached State of Charge chart for more information.

A fully charged 48 volt battery pack should be 50.9 volts or higher. My fully charged 48 volt Trojan T-125 battery pack typically stabilizes out to about 52.2 volts at 24 hours after a full charge.

Throw that cheap meter in a burn barrel somewhere. It is not reliable and potentially dangerous.

Put batteries on charge,ran 15min and shut off,voltage was 52,charger was down to 4amp.
Going to check later and record voltage
Charging thru battery cables (8'long) Does that effect anything?

8 ft long battery cables are fairly common. My Lester charger cables are 8 ft long with 12 gauge wire.

After charging your batteries, you will want to disconnect the charger and to get a accurate stabilized voltage, will need to wait at least 12 hrs for the voltage to stabilize, but 24 hrs will be more stable. My batteries take at least 48 hours to stabilize after charging ... not sure if that is related to colder temperature or not.
