Default What is this cart?

This cart has been for sale on Craigslist forEVER!!! He started out wanting 400 for it, and now he has gone down to 200. It has been on for months, just curious what it is. If anyone knows, let me know. I might tell him i will take it off his hands for free!!

We just had two of those show up over at my friends shop and he said the same thing "junk". The people say they have some sentimental value, but they may change there mind when they find out it will cost more to restore than you could buy a good modern used cart for. He said most of the parts are no longer available and would have to be made or modified from something else.
