Default Harsh Ride Question

Hey guys, I currently have a Harley 3 wheeler that I have restored and I am ready for another project. A buddy of mine rented a 97 EZGO this past weekend & I took it for a ride. The cart seemed to ride even firmer & rougher then my old 3 wheeler . It was 100% stock, 8" sawtooth tires. What if anything can be done to soften the ride on these things? I am thinking bigger tires with a little lower air pressure and it may have needed new shocks. Just wanted to get some input for you guys that run these thing on a regular bases.
