Default 1995 Medalist brake issues

So, bought me a 95 Medalist for $450, loaded it on to the trailer, set the e-brake, and it still wanted to roll backward. Figured an easy brake adjustment. Got it home, pushed the accelerator to release the e-brake, and the brake pedal didn't return. Still able to roll it with pedal pressed, but e-brake disengaged. Finally got time to look at the issue. The brake cables are so rusted, I can almost break each cable wit my fingers, and the lines are stiff as a board. Got them detached and the pedal did not return like I expeced. Anyone have any issues with this...I have sprayed WD-40, and PB Blaster both on it, to no avail. I can get the brake to return using my trolley jack, but it takes a lot of force to push the pedal back down. Could the shoulder bolt be seized? The torsion spring moves freely....also the nut on the shoulder bolt is loose, but can't get it past the final 5 threads due to rust...any ideas?

Sounds like its only a rust issue at the brake pedal pivot. Plus bad cables. Gonna have to fight the rusty bolt.

Well, after a half a can of WD-40 specialist, PB Blaster, Liquid Wrench Lube, and some assistance from a Benzomatic propane torch, the brakes are moving freely once again. PLEASE help me out with this because I am clueless. I broke the rod on the brake yoke, should the pedal still spring back up after being pressed? OR do I need to have the yoke attached to the brake cables? I am gonna use 5/16 allthread to make the new rod, if it doesn't work, then i.will have to.spend the ridiculous money people want for those things..if anyone has experience with my question above, please give me an idea of what to.look for...thanks in advance
