You got me wondering. I went and looked and it is 6". I got it on another cart, so I didn't buy it new. The blocks on the back are 4", but the axle goes from on top the springs to under, so it gains another 2". The front spindle drops are about 6". I've never rubbed the 24's, but that maybe the profile of the tire. They are kind of round. There is no flat tread like a car tire.
