I put brake back on and nothing when I push pedal the
Motor is making a noise. Sounds like something moving but might be just a hum

Ok, the motor turning then stopping and beeping is normal, it's failing the motor stop test where the motor tries to turn and the motor brake stops it from turning. The motor brake continuity test is passing as well or the motor never would have tried to turn. At this point, the motor brake test passed, no beeping. So, one of 2 things is occuring...

The motor brake is not slipping since it's new, and the controller is failing to activate the motor brake to release it. (primary suspicion)

The motor brake is releasing and the gearbox is faulty. (not likely)

Since it worked before but with the motor brake dragging, the first is most likely. Your other motor brake was essentially burned out from dragging because it was not releasing. Now, you need to do a test. Flip the run/tow switch to tow and see if you can turn rotate the hubs to make the motor spin. Then flip back to run and repeat. The next test will be electrical, so check this first.

Okaynbrake motor back on and cart in tow. It's still locked up

Hmm, with the switch in tow you can hear it click, but it is still locked up? That is odd. It should click and release. Unplug the motor brake plug, stick the probes of a voltmeter into the sockets of the motor brake, then toggle the run/tow switch and see what voltage you are reading at the plug. The key needs to be on when you do all of these tests. It can be in any on position, f/on/r, just not off.

Read 9 then went down to 6 on voltmeter and stayed at 6

Ok, you should be reading pack voltage, 48V+ when in tow and 0 in run. Under the cupholder is a 9 position plug with 2 wires looped, that is the run plug. Unplug and replug that a few times, then repeat the voltmeter test.
