From the blue wire at the FNR switch to the blue wire at pin #16 on the plug that goes into the controller I have continuity.

Do you currently have 48v at the center wire (Red Wire) on the FNR?

If so, do you get 48v on the terminal where the Blue wire connects to the FNR when in Reverse?

When the key is on I have 48v at the center red wire.
When I flip the FNR switch to Forward the Reverse side of the switch has 48v and when I flip the FNR switch to Reverse the Forward side of the switch has 48v.

Please test the Blue wire again at the Controller when the Blue wire terminal at the FNR has 48.

The way toggle switches work the activated terminal is opposite to the side pressed or toggled.

I’m sorry, I have us going in circles now.

So I made sure I had 48v on the blue wire terminal at the FNR switch and when checked at the controller pin #16 (blue wire) it DOES HAVE 48v.

I got confused and started testing those wires at the FNR and now I don’t remember if blue goes on the Reverse side or the Forward side of the switch?

Yes, You just needed to verify the Controller was actually receiving the signal to Reverse (pin #16).
