Cut the black wire to the reverse horn [buzzer] Cart would not run. What's the deal?

The cart does a startup check, and the reverse horn is included in that checklist. If it doesn't sense it is there and functional, the cart will not run.

put several layers of tape over the buzzer. I have done this on several RXV. once the seat is closed you wont be able to hear it.
