Down to 39.1 volts.

I checked amp draw at lowest setting and showed nothing.

I'm thinking something is pulling down the pack. As close as you can catch it when the charger shuts off, flip the run tow switch to Tow and disconnect one of the battery wires. Now check the voltage and again in a few hours. If it moves substantially, some thing in the batteries. If not, could be charge resistor, solenoid stuck closed, controller or some other device connected.

Don't overlook the accuracy (or inaccuracy) of your meter, or maybe the meter's batteries need to be replaced. The 37.1 volts for new batteries does seem strange.

I'm not sure where I got the meter or brand. I'm out of town until the end of the week.

Here's where I'm at:
Got back in town about 1 am this morning and checked the pack voltage, 37.0. That's only 0.1 volt less than what it has been showing on full charge. I unhooked the negative wire from controller to pack and plugged in the charger. Went to bed. Got up and around 10:00 this morning checked and the charger was turned off. Checked the pack voltage and it's 37.6. I'll check the voltage again this evening, should be 12 hours or more since charger cut off and see where we're at. Looks like it's headed back to 37.1 to me....

I replaced the battery in my DVM. Got same result, 37.6.

Again, I checked the water level in batteries and no plates exposed. Water level where it should be or a touch high on a few cells.

Where do I go from here?

I would suggest getting a hydrometer (one with a scale, not the floating balls). Check each cell and see what you have as far as specific gravity. I'll post the chart for you.
