You could keep goldfish in that pedal box
That ITS shouldn't work at all with that much water in the box

A bypassed micro switch and water can create a dangerous condition. I jumped on my old cart one morning after a rain the previous day and it took off wide open when I switched key on without pressing the pedal. Lucky nobody was in front on cart when I switched it on and had good brakes. Problem was a micro switch with a bent cam lever and water and corrosion in the ITS connector under the seat.

The service manual for a '95 DCS has a pretty good troubleshooting writeup for the ITS in a series type drive system, starting on page G-5.
The manual's PDF file is to big to attach, so here is a link to it: http://www.ordertree.com/docs/1047/E...28124G01RS.pdf

The statements highlighted in red appear to be contradictory.

The white wire should have about 0.45V to 0.53V just as the pedal microswitch contacts close and increase smoothly past 1.5V as pedal is pressed slowly to floor. If you are getting about 14.0V on the black wire (Pin-2) and aren't getting those voltages or the white wire (Pin-1), than something is amiss with the ITS rather than the controller.

I'm not saying the controller is good, just that the voltage readings point to the ITS. (If the controller isn't being told to pass amps to the motor, it won't.)

There is an in-line connector between the cable coming out of the pedal box and the cart's wiring harness. Find it and clean it.
