Is this a gas cart ?? Posted in the Electric section ?? If gas, there should be two belts. One that is 1/2 inch wide that goes from the starter generator to the rear pulley on the drive clutch mounted to the engine crankshaft. The other belt is roughly 1 1/2 inches wide and goes from the Front drive clutch to the rear driven clutch. Which one isn't where it is supposed to be ?

Are both clutches spinning? If so, transmission or shift linkage, if not, belt.

Can you take a pic of the engine compartment and post a pic?

The larger belt will be loose until the clutch engages. Slide the belt off the rear pulley and see if you can push the front clutch towards the motor. If it doesn't jive your front clutch needs attention.
