Drop in voltage

2003 EZ go txt thats not running. Solenoid does not click. I replaced ITS, throttle micro switch and solenoid and still no click. Finally got a volt meter and here is where the confusion begins test 37 volts pack. 37 volt at throttle micro switch on both sides, however when i plug in the red wire to micro switch which leads to solenoid the voltage on that wire drops to 6 volts. The solenoid will click when i jump it but there is something causing that output from the microswitch to drop down to 6 volts. Anyone out there ever have this problem? Could there be a problem in the controller or wiring? Any help is greatly appreciated.
