The best you can get with programmer adjustments is gonna be about 19.5. But a "speed magnet" for your specific motor will get you in the 24mph area.

Im in the same boat i like to make my stock ezgo express go faster also. What kind of magnet would i need.

One to match your specific brand of motor ("ezgo" is not the correct answer for brand of motor).
