Try checking from the M- terminal to the four studs.

Are your cart's high-current cables wired like the first (Standard) or second (HD) schematic?

I've gotta call it quits for the day, but will be back in the AM.

All four studs are showing 0 volts from M- and it looks like we have the HD wiring schematic

I left out that the pedal is to be on the floor when measuring from M- to the studs of the F/R assembly. With it up, or only pushed far enough for solenoid to click, the readings will be zero volts since the MOSFETs are between M- and B- and they don't start conducting until the pedal is pushed past the point were the solenoid clicks.

The difference in the two schematics is where the cables on the A and C studs are connected. On the standard, A connects to B+ and C connects to N- on the controller. On the HD, A connects to A2 on motor and C connects to M- on the controller.

---------
Basically, when the solenoid clicks, you ought to have battery pack voltage on the A stud.

Okay, the pin numbers of the control wiring is different, but the high-current cables are connected the same as the standard controller without out an A2 terminal on it.

The A stud on the F/R connects to B+ via the solenoid, so it should have pack voltage on it whenever the solenoid is energized. What are the voltages on the other three studs on the F/R while the pedal is pushed and the cart not running?

The attached schematic has the high current circuit highlighted. F/R is in F.

So far the solenoid, controller and F/R assembly appear to have been eliminated as the problem source. That leaves the motor and the four cables attached to it.

What are the voltages on the A1, A2, S1 & S2 studs on the motor when the pedal is pushed and the cart isn't running?

That eliminates the motor and all but one of the cables going to it.
The cable between M- on the controller and A1 on the motor.
At last, a bad reading.

You have the Neg test lead attached to M- on the controller and the Pos test lead on the motor's A1 stud, which are electrically the same point due to the high current cable that tires them together electrically, so if there is voltage between M- and A1, there has to be an open between M- and A1, else it would read zero volts.

R&R that cable with a known good one, paying close attention to the connection to the terminals at both ends.
