Default 36 volt to 48 volt

I no a guy that has a 36 volt 99 CC DS resistor cart and he put a lift kit on it with 22 inch tires ( told him it would be slower up hills )
he wants to make it quicker and be able to go up hills faster and it has a rear seat what's everybody's opinion on what to do
I have a 48 volt cart a 98 CC DS and I told him we could put his lift kit and wheels and tires on it and change the controller and motor along with other things
Which way would you go with it and save him some money

he can upgrade to a controller and a 48v system ... not cheep

charger $285 plus shipping with plug
48v club car charger receptacle $70.00
battery cables (entire set ) $200
aprox $1949

note ...old stuff can be sold for about $300 ~$400
