Where should these wires be connected?

Those 2 wires, Red with fuse and black wire should connect to the +12v output of Your converter.

You should not have multiple negative references unless you understand the entire cart electrical circuit.

That black wire is what is causing your meter to read approximately +16v with the key OFF.

But I believe I will then have 12v on the meter instead of 16.

That is how I wired the meter. Positive is to the blue switch wire and negative is to the black/yellow wire behind the dash.

No You will not, having that negative reference on the +16v battery post is what is causing your problems, it does not matter if it is wired like Crash showed.

Those 2 wires are the original low voltage source for your lights and harness, they need to reference pack negative on a Precedent.

Just unplug the black wire and your meter will not longer read +16v with the Key OFF. Of course your lights will not work either until you connect those wires back to the Converter +12v output.

Your Converter negative input should also be connected to Controller B-, not directly to the pack negative battery post.

no !! run a black wire from meter negative side to the battery pack negative post
