I consulted the parts manual.

From the hub moving inward:
"39 Retaining Ring"-- "40 Ball Bearing" ---"39 Retaining Ring"---"41 Oil Seal"

When I took the axle shaft out, the oil seal appeared to be at the far inner end of the axle tube.

Right, which explains why the axle tube and axle shaft remain dry, because of the inner seal which separates the two spaces, axle tube and gear box. What am I missing?

The location of the seal. It is supposed to be towards the outer end of the axle tube, right behind the inner retaining ring, not near the third member gears. It's not easy to push a seal that far into an axle tube without damage. You'll may need a new seal, nearer to the outer bearing. Oil usually moves freely within that entire axle tube space, and tends to collect more in the third member because it is lower.

I have a 2013 RXV so by the maintenance schedule the gear oil should be changed but this sounds like a complicated procedure with potential for mistakes. I have no issues with the rear end at this time. Do you experienced techs recommend changing the gear oil at this interval or is this something that can wait?

Hey there Dan

Been meaning to drop by for some upgrades and a coin for your collection from the CIC...

I was rushed getting back from my FL trip, so was unable to make coming back on the east coast route. And after flying back into Joint Base Andrews, was so beat and out of whack from the asian schedule, I drove straight back home from DC and slept for a few days. My internal clock is finally back to this time zone.

I used a synthetic oil with limited slip additive in my 2008 RXV. I think I still have the container in my car. Will let you know.

Bob

So the whining that I am hearing at higher speeds (20+mph) is likely gears and not the motor?

Likely both. Gear noise is common, and AC drives tend to whine more than modern DC drives. This is due to the frequencies involved in the drive electronics.
