So I checked everything going to the controller and got voltage but still no solenoid click. I replaced the controller with a used one off craigslist (maybe not a great idea) and the cart sputtered a little and stopped. When it stopped the buzzer gave 4 beeps. and now it won't move again.

If you want to fix it, install an Alltrax XCT48400-TXT48 (or larger) controller with a 200A (or larger) solenoid.

If you want to throw money away, continue buying used or repaired or re-manufactured or rebuilt controllers.

The only used item I have put on this has been the controller which happened to be the exact model I took off. If I can find what is actually causing the problem then I will invest more money into it. How do I know that controller won’t have the same problem if something else in the cart is actually causing it?

I resolved one issue with it which was the beep. It seems the resistor was touching another contact slightly. I fixed that and the cart started moving.
