Default Struggling with 2007 Ezgo

Hey,Everyone,
2007, Ezgo. 36 volt, PDS, battery pack at 36.4 Volts , New FNR switch, new H.D. solenoid, new Throttle sensor and micro switch. New battery cables. Curtis controler, sent out for 400amp upgrade. Repair place said controller was fine didnt see anything wrong with it. Then upgraded. Raise rear wheels , put in Forward and slowly step on pedal, solenoid clicks and wheels start moving. Get pedal about half way down and it's like solenoid releases and wheels stop moving. Put in reverse and step on pedal, wheels start moving and can push pedal all the way down to floor.
Lower cart to ground and try to go , Forward and step on pedal and no go
,get to half pedal and click . Have tried another solenoid and same results. All connections are clean and tight. Any help would be Much appreciated. Thanks again....

36.4 volts is barely 50% charged. If that is the voltage 12 hours after the charge cycle is finished, You have charger/battery problems. What are the individual voltages of each battery? What does the pack voltage drop to when you try to drive the cart?
