Pick up a quality compression tester, Sears has a good one.
Hold the carb at WOT when testing, you need air in to get an accurate test.
Let the piston cycle up 4 times also. Post your numbers here,

Can you explain more about the spitting oil? From where? and why they said it needs replaced?

Since I don't have a service manual yet, does anyone have an idea of what the compression should be in an FE350? I guess the compression tester will have instructions on how to do the test?!
sorry
i'm mechanically inclined but never done this before. Hoping to learn.

When I did move it there was a black spot on the ground. I watched it for a while off and on all day. It spit all day long. When I drove it it seemed sluggish. I did notice that the idle was was fast compared to what it was before it went in. They said they cleaned the carb and did a full service. I adjusted the idle screw back to where it wasn't even touching. The engine still was fast. Something is weird. I will try to put the rear end on jack stands this weekend to look at the clutch function. My cart is a key start not a pedal start. The typical jerking on pedal starts have not been an issue for me. The shop is who told me I would need to put a new engine in. It runs but dosn't have the power it used to have.
Being that your cart Idles, I think I know what the black spot on the floor is!!!

If it's a dry, "carbon" like substance, that was "spit" in a 2" or 3" circle, that,'s your exhaust!!!
Just for you to confirm it... take a 1'x1' peice of cardboard or plywood
and place it under your cart just under you muffler tailpipe, and let it idle for a bit,
If it leaves a spot the same as what you saw on the floor... It's NORMAL!
My 07 does the same thing when I let it sit and idle!

As for the "sluggishness"...
Check to make sure your air filter box lid is positioned properly, clipped and tight.
and the air tube to the carb is tight and not sucking outside air.
Those are the first things I look for with a "sluggish" Club Car at the campground.

On to your compression...
Your cart is "Key start", so your compression should read around 71 psi
due to the (ACR) automatic compression reed valve
as compared the the "pedal start" @ 156 psi

I hope at least some of this helps!

And a final note... Get some manuals, and find yourself a new cart mechanic!

Thanks for the info and advice Lockman. I will try to get a compression tester and test it on Saturday after my son's birthday party is over. That is if the wife let's me out of the house Seems like the mechanic said the compression was to spec, but that the valve or something was leaking causing it to be sluggish after it got hot. Does any of that make since? Should I run the cart for a while and then check the compression?

I'm not going to call anyone shady but I think your mechanic made a bad call.
Check valve clearance, both .004 cold.

So follow the guidelines listed in the bi-yearly maintenance in the general forum? To check the valve clearance that is? Wow didn't realize it could be so complex. I have worked on auto engines before but not to this extent. Looks like I'm gonna have fun. I have a manual for a '94 DS. Is the info in here gonna be similar to what I will need for an '08? Looking forward to getting to the bottom of this.

Note: the FE350 has hydraulic lifters... there shouldn't be ANY clearance!
(don't mean to step on your toes crash... I've been watching your build, VERY IMPRESSIVE! )

It's just a single cylinder gas engine John... don't be intimidated!
And so you know, some of the specs for your FE350 will be different then the FE290 in the 94 manual!
If and once you get 08 manuals, and a little help from BGW, You'll realize it isn't that hard at all!
