I would venture a guess. Fix them with e-tape. Order new ones. Need them either way. I'm not a cart mechanic, but I do work in a field that requires troubleshooting large audio systems. When something is frying, there's a short somewhere, you just found a short. Fix the short, Problem solved? if not keep looking.
My 91 resistor cart was not used for golf by myself at anytime, it ran up and down hills in 90-100 degree weather for 20-30 minutes at a time without vglide problems. All these carts all of a sudden are popping vglides? Weakest link in the chain? Dead Short on one of the leads could cause a brief short and arc every time it passes over that contact. Just my guess.
