Thank you for the pic scottyb. that is exactly what mine looks like albeit much much much dirtier and rustier.

Is there a way to test for sure if its bad or is it just a matter of remove and replace to see if it works?

Ok ordered a new solenoid micro switch, and potentiometer.
Installed new solenoid. no success.
Installed new micro switch. No success
Installed new potentiometer. No success.
Very disappointed.
So I reinstall old solenoid.
I uninstall new potentiometer and micro switch.
I am reinstalling old potentiometer and Micro switch and basically hanging upside down looking backwards towards the front of the battery compartment right at the F/R switch when I see one white plastic spacer and a very limited amount remaining of another spacer. The spacer must have gotten battery aCid on it because it looked melted or a better word might be decayed.

Because that second spacer was basically gone, it was allowing the micro switch to fall out of alignment with the Roatator of the F/R. the cart was actually going into neutral randomly as we'd hit bumps until that spacer finally gave way and it would not go out of neutral at all.

The problem was that you couldn't really notice the decaying spacer until I was in that awkward position. I will include a pic of the spacers.

I fabricated some replacement spacers. Put it all back together, said Abra cadabra, wished on a falling star, and used one of my get out of jail free cards. BAMM! It worked on the first try.

Thanks for the help of everyone in this thread.
