Can you give the controller model & serial #?

I have never heard of an ITS needing adjustment because it constantly started the cart out at 100% throttle.

Test it and see what the Voltage output is. No need to pull the floor and start adjusting something that rarely needs messing with

In any case, control element in the controller is shorted, or the throttle circuit is telling the controller to turn on to 100% when it shouldn't.

Here is a schematic for a series drive system.

Verify all the high current cables (heavy black lines) are connected correctly.

Jack rear wheels off ground and put rear of cart on jackstands so it doesn't run over someone of something.

To check the throttle, connect your DVM's negative test lead to the controller's B- terminal.
Connect DVM's positive test lead to Pin-2 (Black wire)
With Key ON, F/R in F and pedal depressed until solenoid clicks, the voltage should be 9.0 to 11.5 Volts.

If so, connect the positive test lead to Pin-1 (White wire).
With pedal only pushed until solenoid clicks, it should read 0.4 to 0.6 Volts.
With pedal fully depressed, it should read 1.5 to 1.7 volts.

Let us know what you find and we will go from there.
