I just tried something. Reads about 4.9 k directly off these at WOT.

That is your problem, someone wired things back in the wrong place.

The 5.1kΩ resistor is installed near the micro-switch to provide half-speed when in reverse.

The micro-switch places that resistor in parallel with the throttle wires when in Reverse to reduce the range to 0-2.5kΩ.

The picture You posted shows the wiper arm fully at rest and the micro switch is not depressed, I just wanted to make sure it was not broken.

So this is in the wrong place. Can I eliminate it entirely? And great call on the micro-switch. Wiper had migrated away from where it should be in that photo.

Well, from that angle the problem may be You are using the wrong wires to test.

Where do the black and white wires that go into the harness connect to, the Controller or the micro-switch in the FNR?

To controller. But I think the white splits off to a micro-switch. Which is labeled 1/2 speed reverse.

Edit: The white and black from MSP go to the pins on controller. They also split off and go to the same (outer micro-switch) labelled 1/2 speed reverse.

The black to micro-switch shows an in-line 3.9k resistor. I think this resistor I have is in the wrong place.

The two original locations You had your meter go to the 1/2 speed micro switch.

When you place those two wires together, the Range from the MSP should be 0-2.5kΩ (approximately).

You need to measure the resistance from the two quick connects that go into the Controller.

The resistor on that model 1/2 speed was 3.9kΩ.
