Starting to sound like it could be a controller failure. If so, time to move up to Alltrax XCT 48400 from one of our sponsors. FYI - I do have a stock moric controller with golf course speed code 14mph that is good. You are welcome to it for shipping cost only, if you want to use it to confirm controller failure before ordering new XCT. PM if you want it. However, I say, go for the XCT anyway.

Could a bad the speed sensor or sensor connection keep the solenoid from clicking in when flipping the tow switch?

Nope, cart will run "pretty much normal" with motor tach sensor totally unplugged.
