Default 2003 g22a cable #1 adjustment

Have this cart that was brought to me. Guy says that cable #1 broke and he replaced it. Said it ran for a bit after replacing but he couldn’t get it adjusted right. He said it began to be harder and harder to start and then sat for 3 weeks and won’t start at all now. I’m wanting to know if the base nut at the governor end should be all the way back. As you can see in the pic it’s about half way out.

Ya I understand how the governor operates just trying figure out if the base nut on the cable coming from pedal should be allthe way back. The owner installed the new cable and from what I can find there should not be any adjustment with that cable on the governor side of it only on the pedal side. If he would have brought it to me before replacing the cable I could have seen where the nut was adjusted to on the original cable

If you don't get an answer from one of the techs here, I'll take a pic of mine tomorrow morning and post it. I've got the cover off already.
