The motor specs are as follows:
Speed & Torque Motors work with lifted golf carts and can be used on smooth terrain, small hills, or for moderate off-roading or towing. An upgraded controller and solenoid are required to optimize power. Works with EZGO or Yamaha.

* EZGO 1995-1999 DCS/2000 & Up PDS
* Yamaha G19/G22
* Speed up to 18 MPH
* Torque 50% increase
* 3.9 HP at 2410 RPM

Have you checked your ITS to be sure your throttle is putting out the full throttle signal.

Inductive throttle sensor It is the thingy that's on the end of your gas peddle.... it converts the peddle movement to a voltage signal that tells the controller how much juice you want the motor to have at any given time.

ITS TEST
DVM red test lead connect to or probe the white wire at the peddle box or controller molex connector and black test lead to B- at controller or Battery pack. Key on. Select Forward direction. While depressing the peddle reading should be 0.4 - 0.6 through 1.5 - 1.7 at full throttle... make the test several times at different rates of acceleration the results should be consistent.
