Cracks on the inside face of the belt are a dead giveaway that your belt is going out, also, wear and general fraying around the contact areas are another sign. Yes, the belt is normally quite loose at rest. To remove for inspection you simply roll it off of by pulling it away from from outer sheave and rotating the the belt and driven clutch simultaneously. It's a little tight for space but you should be done in under five minutes once you have worked it out. Is your cart exhibiting performance issues ?

That sounds more like your starter / generator belt. Check it for wear and tension, they need to be pretty tight. A little more tricky to replace. Remove the seat base and rear access cover, loosen the two front swivel nuts and bolts, 15 mm iirc and loosen the 13mm bolt slide bolt at the rear. You might need a little help to hold the S/G to adjust it back to correct tension but again, 15 minutes and you'll have it done. If I were you, and it is the S/G belt just take the old one down to your local NAPA or whatever and get a new one. They are under $10 and you can always keep the old one for an emergency spare.
