As far as I can tell. It seems strange to me that they would work fine with the lights off... and when the lights are on the front amber lights still flash!

Tim,
Without getting to deep into things;
- The red wire at the tail light would be the "flashing" filament (brighter of the two in a dual filament bulb).
- The black wire would be for the running lights (less brighter of the two filaments).

When the turn signal is on, the red wire is energized and the brighter filament flashes. Likewise when the light switch is on, the black wire is energized and the less bright filament is constantly lit. If when you turn the light switch on while the turn signal is on and the flashing stops as in your situation... This indicates the black and red from the tail light are shorted. Think about it; if you apply constant power by shorting the flasher circuit it will remain constantly energized and the flasher will have no effect.

Some trouble-shooting with a test light will go a long way in helping understand what is happening and why.

Hmm ok, that definitely helps - I was unsure which wire were for what on the tail lights. Based on what you said, I probably should have connected the lead wire to the black and the turn signal wire to the red. I will try that and see what happens.
