Are you suggesting unhook the governor on the rear end or the carb? Again forgive me for some dumb questions but this is my first cart. I have owned and worked on just about everything else over the years it seems but never messed with one of these before now. Thanks for all the help and suggestions

You need to bypass the govenor,so that the carb is hooked direct to the pedal.It might take some tweaking to get the adjustment right.On Yamahas' I take a small piece of sheet-metal(maybe 1/16" or a little thicker and 1/2" wide),and I measure the distance between the 2 cables at the govenor.Drill holes in the metal the same distance apart as the cables are,and the same hole-size as the retainer-pins,and hook the cables to the metal strip.It makes up the gap in the cables,without having to mess around reconfiguring and adjusting them.Hope this helps.

Ok so since it was a nice warm 18 degrees here today I decided to get the cart out of the shop and run it down the road the verdict is even with the governor turned in all the way it cuts out at 13 mph on my gps. Next check will be to mark the pulleys and see where the belt travels to. Thinking maybe it is stretched enough that it isn't climbing the pulley to the top??? Any other suggestions?
