Default Cushman Electric

OK I had my motor rebuilt like new. I hook up everything and I have 36 volts going to all 4 post on the motor and all 4 post on the forward/reverse switch but nothing at the resistors or the foot switch control. Should I have voltage at all 4 post on motor and f/r switch? Should I have a reading from resistors?
