Default Power Wise Charger Relay

Hey guys I am really stumped at this point I have a Power Wise 28114 G04
I can get the charger to charge bought a 2002 cart that needed batteries and replaced them and I plugged the charger in and it won’t kick on. Do the batteries need to be low for the charger to come on? I did all the test to the charger and thought I could have a bad board so I ordered a new board still the same issue. I can jump the relay wires and the charger comes on and puts out the correct voltage. Does anybody know what controls the relay? Thanks in advance.

The relay on the charger's control board is energized by cart's battery pack voltage, which has to be about 30V or higher to activate the relay.

The charger sense the cart's battery pack voltage via the auxiliary contact in the output plug making contact with the outside of the negative radsok in the cart's charge receptacle. Attached image show charge receptacle with cover off and charger plug plugged in with aux. contact circled.

Clean the Aux. contact and outside of negative radsok.

If that doesn't solve the problem, check the voltage between the black and red wires going to the control board. Should be same as battery pack voltage when plugged into cart. (doesn't have to be plugged into AC outlet)

Also attached manual for PW 28114 charger and schematic with battery sense circuit highlighted.
