Question Won't turn over? New starter generator

I’m trying to help a friend that lost everything in a flood Anyway he has a Ezgo gas golf cart. Serial number 998097 Manufacturing number A3097. He had taken it to a repair shop and they rebuilt the engine and replaced the starter generator. Now it want even try to crank when you press the gas pedal. I checked the selnoid and it sends 12 volts to the black wire on the SG.
Can anyone explain to me the basic operation of this cart? Give me any advice in trouble shooting the GC? I would really appreciate any help or advice! They let st everything over s year ago during hurricane Matthew. Just got back in there home. Plus I enjoy learning new things and helping others. Thanks in advance Keith.

I had a brush style starter generator on a club car that would barely crank. took the armature out polished the commutuator until shiny and put it all back together. brushes weren't making good contact. cranked like new afterwards. if the wiring is correct and it sat for 1 yr it might just be corroded.

The starter generator was just replaced. I’m thinking it’s a wiring issue.

When I want to tell if its the starter or the solenoid wiring that's keeping the cart from cranking I jump the solenoid manually with a pc of metal.

If starter cranks its the solenoid wiring.

If it doesn't crank its the starter circuit or both.

Not necessarily. You need to check continuity too, make sure it's not a broken wire or a short of some sort.

Thanks guys. I appreciate the info. If I’m asking something already discussed anywhere on here I apologize. I’m new to the site. Before asking any questions I try to search for a answer.
Quick question if I’m getting 12VDC to the starter when pedal is pressed should it turn over? If not what Worth be the next thing to look for? I checked the solenoid. I’m getting 12VDC to each terminal when pedal is pressed. Also is it possible that even if I’m getting the right voltage it’s not enough amps due to the cable or battery? I’m sure with it being under water for so long that the wiring could be corroded beyond just the ends of the wires. At this time it want even turn over. I’ve also checked to make sure they installed the correct wire to each terminal on the new starter. Thanks very much for any help!

Take it back to whoever fitted the starter/generator. They should have tested it and associated parts before returning it.

First thing, the engine does turn over by hand??

How long has it been since it was in the shop?

Yes, if your just testing with a test light you could have enough voltage to turn on the light but not enough to turn the starter over.

In this case, if it was me. I would disconnect the wire to starter. Use jumper cables from a good battery, ( your car ) Hook to car as you would to jump off, on cart starter hook black cable to body of starter (ground) hit the starter post with the red cable. starter should turn over. If it does, the issue is before the starter. IE battery, cables, ground, if it does not turn then its the starter.

Thanks guys I’ll try that.
My father in law owns the golf cart. He and numerous others houses where flooded after hurricane Matthew little over a year ago. Numerous people lost everything.
Long story short he took the GC to a local mechanic who was trying to help him out. They drained the oil, gas tank, etc. He took the SG to a repair shop and they couldn’t repair it so he purchased a new one. After being under 6-8 foot of water for several weeks I’m sure it was corroded and full of silt. Anyway the mechanic replaced the SG and couldn’t get it to turn over. So my father in law asked me to take a look at it. I’m trying to help out as much as I can.
I’m sure all the wiring needs cleaning or replaced. What’s the chances that the Igniter and VR were damaged also?
Appreciate all the help!
Also I noticed this morning that the plat that the solenoid VR and Igniter are mounted to. Would spark to ground when I would move it. It’s not bolted tight to the frame like it should be.

Being under hurricane water for several weeks means that every single wire, and electrical component is junk.


It also means that the foam seat cushions are full of mold.


The wheel bearings are corroded.

The brake cables are dissolving.

The rear end is full of water.

The internal engine bearings won't survive long.

And finally..... The hollow frame tubes, are all now rusting away from the inside out.
