Default 96 Yamaha G16 36 volt clicks but won’t move

Just picked up this g 16 that has been sitting at the beach for 2 years , got it home and put good batteries in it 38 volts in the pack, when I tried it it did nothing at all ,, checked the wiring and a lot of then were badly coroated, replaced a lot if small wires , now the solenoid clicks but it don’t move, tested the motor and it is good,,, is there a way to test the controller, I have never seen one like this it even has a vent hose coming out of it,, can it be tested????

I would probably test it's fit in the dumpster. Those controllers weren't known for their "awesomeness".

I have an original G16 functioning controller if you are interested. I just upgraded my G16 cart and have the original controller, solenoid, charge receptacle and 36V lead cell charger.
