Fuel pump issue or the carb needs a thorough strip down and cleaning. You might also check that the intake system is intact. CC's are sensitive to leaks in the air filter housing etc.

it sounds like it cuts off and the starter motor is keeping it turning. when it is doing this it will pop back through the carb and when i pull the plug the tip is covered with soot.

when is the last time you went over the fuel system? might not hurt to go over it from the fuel pump to the carb............take the carb off and really tear into it anything less is a waste.........if your very careful and take your time you can also take the fuel pump apart and give it a good cleaning, new filters air and fuel than see how she acts......................
