Default Battery pack voltage

I have T-875s and each one tests 8.2 to 8.3 volts. When I connect, and the cart will run (appears full speed when I jack up the rearend), I only get 33 volts with my meter. Any thoughts?

33V is very low for a 48V pack lightly loaded. Sounds like bad batteries.
