It might be that somene has turned in the idle adjustment screw or something else is keeping the throttle open slightly. It should be fully closed until after the microswitch in the pedal control box clicks. If it is open you will get the surging you describe. also while watching the governor as suggested by Stovebolt, look at the clutch on the engine and see if the outer sheave is pulsing in and out, if so it could be a soft or broken return sping in there.
edit. If you find it is the idle screw wound in, remove it, throw it away, you dont need it as it is not required with this engine setup. |
