Default Cart tries to go but wont

So I bought a 94 ezgo cheap. Been fixing her up, new batts, lift, skin, seats recovered, etc. Running great. Last week or so, evry once in a while when I try to go, no go. Flip f/r switch a few times, key on and off, slam pedal down, cuss and give it a min, goes back to working fine. Rode to the mailbox Wednesday no problem. Back to the house and around the backyard. Stopped for a min to take a call. 3 min later, no go. Still no go. Batteries are a month old, charger is good. Showing 38-39 volts on batts, 6.4-6.7 ea. The cart wants to move when pedal is pressed. Just won't do anything but torque the axle. Got a new solenoid to put on Sunday. Any ideas?

What kind of cart? Is it a series cart or sepex cart?

Sounds like maybe f/r switch??
Can you hear the solenoid click when the pedal is pressed?

What is voltage from b-of battery pack to each of the large terminals of the solenoid when the pedal is pressed?

Solenoid clicks most of the time. Sometimes it doesnt.

It should click each time the pedal is pressed down. You can verify that your motor and controller are working correctly by placing the two large cables on the solenoid together on one terminal of the solenoid. This will bypass the solenoid completely and should allow the cart to run as normal if the motor, controller and throttle are working correctly. However, you will then need to determine whether the solenoid is bad or there is an issue in the solenoid activation circuit.

So update. The B- to solenoid in is pack voltage. B- to solenoid out becomes packvoltage when pedal is pressed. Checked f/r switch for continuity, checks out. ??? Can the throttle box go bad? The cart has enough want-to to physically move an inch in forward or reverse but just no more

The ITS can get wet and do funny things. You can take it out and dry it with a hair dryer and see if that helps.... they can develop tiny cracks and water can get inside. I just had an issue with mine. It was stuck at 100% throttle. I took it out and dried it and it worked fine. (I ended up replacing but it worked fine until replacement came in).

What is voltage when b- to m- is probed? What does it change to when pedal is pressed?

Go-to M- is full pack charge, only drops to 33 with pedal pressed
