in question is controller , solenoid , obc reset if possible or needed.
everything else has beeen pretty much eliminated ,the multi step potentiometer, key switch,f&r switch, charge receptical, micro switches and motor have all been checked to be good with the power each is supposed to have and for continuity.and the motor does run.

Check throttle input at the controller needs to be 5k-0.... check controller has power?

From everything I read hear sounds like the controller is suspect, i would focus there before the OBC.

i have voltage at the controller but dont have the diagam to check this controller for doides. this one has three bolt on terminals and three spade lug terminals.after a doide check i need to see if its possible if this new obc needs to be reset? i have never had this much trouble changeing a set of batteries before this is totally crazy. this cart doen not have a tow run switch.

I'm sorry, does this cart have a V-glide throttle position indicator? If so there is a micro switch inside of it which may have blown?

My club car drove me nuts not so very long ago. Have you checked the MCOR (throttle switch that is activated by pressing the go pedal)? Good luck. troubleshooting these things can cause a litte high blood pressure at times.
