Default bench test a 48 volt charger

does anybody have know how to bench test the charger with no golf cart around

Bypass the relay and hook it up to a set of batteries.

Bypass (jumper) the relay and VERY very carefully check the output at the plug ....

Ok did that, 49 volts or something. how can I tell if the relay works?

Hook 48 Volts to the small terminals of the relay. Polarity doesn't matter. Once it gets power, it'll click and you'll then have continuity between the two large posts... When power is removed from the small posts, the continuity is lost and the circuit is broken.
