Both offer examples of what could cause that. The compression seems to be high as compared to the manual.

If that oil was overfull check the air cleaner and make sure it is not soaked with oil

Replaced plugs, air filter, oil, fuel, fuel filter and oil filter. Could the valves need adjusting? The passenger side plug is black and wet but the Drivers side is just black. Could the carb need rebuilding / cleaning?

Adjusting the valves is never a bad idea, neitheriis a good carb cleaning.

Your compressionseems to be good, you could try pouring an ounce or so of 30 wt oil into the Cylinders and seeing what the compression does. If it comes up then the rings are worn, if it stays the same then possibly valve seals. Really the only 2 ways oil could be getting into the Cylinders would be rings or valve seals.

I have the valve guide seals. Does anyone know of a procedure that does not require removing the head?

Hmmm. I can't say that I do. It's really not that difficult to pull the engine and head. Plus you could RE lap the the valves while you have it apart. Idk bud. If I was going to do that, why not just knock out the rebuild.

Use compressed air to hold the valves closed. Using your compression tester you can remove the gauge and hook compressed air from a tank or air compressor to the end of the hose that is threaded in to the spark plug hole. The air pressure in the cylinder will hold the valves in place while the springs are removed.

I was able to replace the valve guide seals today without removing the head and it cured the oil burning problem. It was a bit of a challenge but I got it done and no more smoky and wet exhaust. Thank you for the guidance on this issue. Now I only have $300 into this cart and it's working. WooHoo!!
