Default Is There a Governor on my Cart??

I just bought a EZGO 2 cylinder 4 stroke. Not sure what year it is because the plate is missing but looking at the body style it looks to be around a 1996.
The problem I'm having is that, when I start out it moves very fast and peeks out. After it peeks out the power drops and the cart only moves about constant 8-10 mph. It feels as though there is some type of governor kicking in to control the speed of the engine. Any Thoughts?? Thanks

Follow throttle cable from carb to transmission, there is the governor.

Thanks. It was driving me crazy that it only went about 10mph. My older 89 2 stroke could run circles around it. LOL
