15 is a little high but not terrible pull the cover off the VR there should be a screw with a jam nut back it out to reduce voltage to 14 ish area

The VR on this cart has no set screws, it appears solid state, on the back of the unit it looks like solid liquid plastic poured over the interior. Should I order another OEM VR to see if can reduce voltage?

The New non-OEM VR also had no set screw but the liquid plastic on the back side was clear and you could see the circuit board. The old OEM VR has black plastic that is non transparent. Any other possible causes for high voltage back to the battery? Thanks in advance.

My bad I got ahead of myself the adjustable vr are on the older carts... That being said some aftermarket parts aren't very reliable so it very well could be the VR
