Default does this belt/clutch operation look right? (video)

Starting to troubleshoot a cart I just picked up. I am just learning here so please be patient. To me, the belt appears to be either worn out or not wide enough. As the sheeves come together, shouldnt the belt start to ride up them a bit?

If you look at the grass under the cart you can see it isnt moving real fast and I had the throttle wide open.

Definitely not right. May want to start with a new belt. You measure the one that's on there?

Tried to and it looked about right on the width. Will try pulling it off tomorrow afternoon for an accurate measurement. Ran out of daylight and the mosquitoes were about to drain me dry tonight.

Just checked and yes, it is opening.

Now I need to get some properly mixed gas in this thing to see if I can make it start & run better. Previous owner was mixing 16 ounces of oil to 5 gallons of gas. Oddly enough, it isnt blowing a bunch of smoke.

Doesn't look like the drive clutch is closing to me. Take the belt off and see if the clutch itself closes all the way without the belt.
