Question about leaf springs

Ok, so I just bought a new set of 12" wheels and tires from a cart shop that sells on eBay. In the auction it specifically says for non lifted carts. I wanted to keep mine stock height so I got these. Well put them on yesterday and the front works fine but the rear sticks out further than the fender lip. So now if two people ride in the rear it cuts into the tire. My assessment is the offset is incorrect. I contacted the seller and he had me send a picture to him. He told me my leaf springs are worn out. I didn't know you could look at a side picture of the cart and immediately say the leaf springs are worn out. Here's the pic I sent him. What do you guys think?

I would get some 'medium duty' leaf springs, especially since you have a rear seat. Are your current springs stock?

Honestly I don't know for sure. I got it a few days ago. I would say they are stock and if I remember correctly it only has one leaf on each. My whole point is, if the offset on the rims was correct like the stock wheels then there would be no rubbing issues. I'm just wondering if the offset is the problem and not the cart and the seller is trying to weasel his way out of it by making me spend more money on it, when it clearly stated for stock height carts.

I guess mine wasn't worn out, it just broke,...

Put new springs on and raised the back about and inch,...

Regardless of the off-set, carts were designed for only 2 bags on the back (no reflection on your passengers). Beefed up springs are always recommended for a rear seat.
