If you are getting 22V on the blue wire on the key-switch, the problem is one of the two blue wires going to/from microswitch on F/R assembly (MS-2), or the microswitch they are attached to.

That looks exactly like the model I am working on Johnnie. The voltage fluctuates from 19V to 22V.

Should I run jumper wires to see if the blue wires themselves are bad? I added a new microswitch and I go no change.

I'm not very fond of using jumper wires to troubleshoot, but they do come in handy to confirm what one finds with a voltmeter.

I'd replace (jump) the blue wire from battery side main terminal on solenoid to MS-2 first.
Then the blue wire from MS-2 to key switch if that doesn't solve problem.
