The original poster's cart sounds like a motor took out the controller?

The voltage from B-to M- when I hit the pedal until the solenoid clicks is 0.03 and goes to 0 when I push the pedal to the floor. What else should I do

I put a new motor on there and tried two different controllers.I try to jump the controller and still get nothing.

If you feel you have ruled out the controller & motor & solenoid then the only things left are
1. controller power input pin 4
2. throttle input pin 1 & 2
3. High amperage delivery system (F&R and cables)

So the best thing to do is replace the FnR cables if the controller input pin 4 is good and throttle input pin 1 and 2 is good

controller input pin 4 is 37

pin 1 is 1.6

pin 2 is 14

Okay, that says you have a very bad connection, cable, contact, or component in the high current loop.

Leave the DVM's negative test lead connected to the B- terminal and go looking for the battery voltage with the positive test lead.

I'd try "C" on the F/R first. Then "B", then "D", then "A".

The problem is between the first place you find full battery pack voltage and the last place you didn't find it.
