I seem to be getting 22-23v when I press the pedal just enough for the solenoid to click across B- and M-

Couple of possibilities.
1. Solenoid is clicking, but contacts not making electrical connection.
Remove the resistor from the solenoid's large terminals.
If solenoid contacts are bad, you won't get any voltage between B- and M- when it clicks.

2. Excessive resistance in high current cables, connections and/or contacts.
Leave negative test lead connected to B- and go searching for full battery pack voltage using the attached schematic with high current circuit highlighted.
