Ok I now have a working volt meter anyone care to help me out I have 37.3 v for my series of batterys but not sure where to go from here

At 37.3V, you batteries are only 75% charged (see attached SoC chart), so they need to be charged before the plates become more sulfated than what they already are.
However that is high enough to troubleshoot the solenoid activation circuit. Here is a series cart schematic with the solenoid activation circuit highlighted. It is a simple series circuit with B+ on one end and B- on the other with four switches (maybe only three), the solenoid coil and a few feet of wire in between. |

I have 37 on both side on the big turminals and nothing on the 2 small ones that's checking from neg on last battery
